white spacer, hartman mods, power loss

Hey All,
I removed the white spacer and did the muffler mods, but now my max speed is 45 mph. I've adjusted the fuel/air mixture screw (I think), but I 've noticed severe loss of power through all of the gears. I would appreciate any help.
